Homicide Charges Served in Crystal Lake Heroin Death

A Lake in the Hills man has been charged with drug induced homicide for allegedly selling heroin to 25-year-old who fatally overdosed.

A Lake in the Hills man is charged with drug induced homicide stemming from a heroin overdose death of a Crystal Lake man on Jan. 30. 

The charge is a Class X felony, with a sentence of up to 30 years prison if convicted. 

Crystal Lake Police served Philip D. Neumann, 23, 106 Deer Path, Lake in the Hills, with a warrant and complaint on Aug. 23 at the Kane County Jail, where he is already in custody on an unrelated cocaine charge, also a Class X felony.

According to police, Neumann facilitated a heroin sale with a 25-year old Crystal Lake man hours before responding to a call for assistance from his home at about 1 a.m. 

“We’re alleging that Neumann delivered it on the 29th, which we believe was within hours [of the overdose],” Deputy Chief Eugene Lowery said.

Despite lifesaving efforts by responding officers and Crystal Lake Fire Rescue, and medical attention at Woodstock Memorial Hospital, the man died later that day. 

Neumann remains in Kane County Jail on a $500,000 bond relating to the drug induced homicide charge. 

Neumann was on parole from the Illinois Dept. of Corrections on June 9, 2010 on a burglary conviction.
